It doesn't sound like the website costs are going to be too high, but we need to decide if we are going to pay someone to design/maintain the site and whether we want to pay a specialist in search engine optimization so we come up when people search for photo publishers/gallery events.

This is the one that came top. It has a stupid name but you get unlimited space and can include forums, blogs, visitor counters etc. and it supports InDesign and Dreamweaver technology.
